After being denied a spot on the public school board meeting agenda, Natasha Shakespeare, founder of Parents Against Racism Simcoe County (PARSC), delivered her speech in the hallway of the Simcoe County District School Board (SCDSB) administration centre. The group, committed to equity and inclusion, spoke out on June 19 within earshot of trustees and attendees.
Push for Equitable Hiring Practices
The delegation called for more equitable hiring practices, specifically in hiring the director of education. They criticized the 2021 hiring of the current director, John Dance, alleging it was done without a formal job posting and exemplified favouritism, as Dance was appointed internally.
Board’s Response and Rationale
SCDSB Chair Jodi Lloyd explained the delegation was accepted in writing due to a lengthy meeting agenda. She stated that written delegations are a common practice and the trustees reviewed the submitted document.
Equity Audit Findings
The delegation referenced the 2022 equity audit by Turner Consulting Group, which highlighted concerns about the “old boys’ club” culture and barriers to advancement for diverse employees. The audit revealed that a significant majority of staff across various demographics believed favouritism influenced hiring and promotions.
Recommendations for Improvement
Shakespeare’s delegation recommended external recruitment processes, community consultations for hiring, and the establishment of a diverse search committee to ensure transparent and inclusive hiring practices. She emphasized the importance of leadership committed to dismantling oppressive systems.
PARSC’s Mission and Impact
Founded in November 2020, PARSC educates, trains, and advocates against racism and discrimination in Simcoe County. They support families navigating incidents of racism, with many referrals coming from the SCDSB. Shakespeare stressed the need for committed leadership to foster equity and inclusivity within the board.
Next Steps for SCDSB
During the hallway speech, the board approved a motion to accept Dance’s resignation effective December 31, 2024, as he moves into retirement. An announcement on his successor has not yet been made.
