Ground Broken on Collingwood’s $270M Water Plant Expansion

‘It’s a truly monumental project,’ says town CAO; Expansion has capacity to supply drinking water to another 36,000 homes

Major Infrastructure Development
The Town of Collingwood celebrated the groundbreaking of its $270-million water treatment plant expansion on June 19, 2024. The project, awarded to Kenaidan in April, will add enough treated drinking water for 24,000 homes (or equivalent businesses) in Collingwood, New Tecumseth, and The Blue Mountains. Additionally, the plant will have the capacity to supply water to another 36,000 homes.

Significant Community Impact
Collingwood CAO Sonya Skinner highlighted the project’s importance, stating, “It’s a truly monumental project. It’s a new era of secure, sustainable, residential, commercial, and industrial opportunities for Collingwood and our partner municipalities for 25 years and beyond.”

Overcoming Challenges
Initially estimated at $60 million, the project cost has ballooned to $270 million. Despite the challenges, Skinner acknowledged the innovative and supportive efforts from councils, government representatives, the engineering community, and the development community.

Collaboration and Gratitude
The Town of New Tecumseth is funding 63 per cent of the expansion cost, with their share of water delivered via a 60-kilometre pipeline. Mayor Richard Norcross expressed gratitude for the collaboration and support from various stakeholders, jokingly adding, “We have no more money. Actually, council is taking turns on the weekends, we’re doing lemonade stands.”

Generational Impact
Mayor Yvonne Hamlin, alongside youth mayor Grace Johnson, emphasized the long-term significance of the project. Johnson remarked, “I will be almost 20 years old by the time this plant is fully complete, and I’ll remember being part of this celebration for the rest of my life.”

Future Prospects
The current intake pipe, laid in 1969, runs one kilometre into Georgian Bay and will eventually need replacement. The project, slated for completion in 2029, ensures Collingwood is prepared for future growth without requiring another major construction effort soon.
